Hurricane Otto Death Toll Rises to Double Digits

Nine deaths have been reported in Costa Rica from Hurricane Otto.

Hurricane Otto made landfall in Nicaragua shortly after 1 p.m. EST Thursday

Hurricane Otto was responsible for three deaths in Panama days before the storm made landfall.

In Costa Rica, a national emergency was declared.
